Criminal Interdiction
In the days following the September 11 atrocities, the American public asked, "How could this have happened?" Indeed, how could nineteen men, armed with knives and boxcutters, have penetrated airport security systems and taken over four aircraft with devastating results? Both the answer to the questions and the solution to this problem are simple. First, passenger and baggage screening in mass transportations centers is ineffective because contraband is so easily disguised by criminals. If someone really wants to take over an aircraft in flight, he will bring necessary weapons aboard to do so. The solution to this problem is in identifying criminals before they board aircrafts. "We look for the bomber, not the bomb," said a security administrator for El Al, the Israeli national airline.
This course, Criminal Interdiction, will explain the criminal interdiction process, and will give you the information you need to develop an investigative unit for mass transportation centers. The course will identify recent federal case decisions that impact criminal interdiction tactics, examine the most common characteristics of criminals when they travel, and take you, step-by-step, through the approach, introduction, and confirmation of a traveling criminal.
Mr. Searle has valuable advice for our nation's law enforcement personnel: "Work smart, not hard. There will never be enough money, manpower, or time to screen every passenger in a mass transportation center. Learn the characteristics of criminals, whether they are terrorists, drug couriers, or fugitives, so that you can do your part in our national security efforts."

The course is not designed to turn officers into medics, but rather teach the time-critical skills that may permit survival long enough for victims to obtain definitive medical care.
