Jeff Martin started his career in 1981 with the San Francisco Bay Area Rapid Transit District (BART) Police Department. He joined the San Jose, California Police Department, where he worked in the Parks Enforcement Unit and the Narcotics/Cover Investigations Unit, and served as a field-training officer, in 1984.

In 1995, Jeff was promoted to the rank of sergeant, and has been assigned to the Patrol and Airport Divisions. He also served as the Bureau of Field Operations Training Coordinator. Mr. Martin is a nineteen year law enforcement veteran.

He has provided security and related consulting services to private companies in the high-technology sector as well as private training for various law enforcement agencies over the past five years since the inception of High-Risk Management (formerly Critical Issues Consulting. The topics of his training include the constitutional limits of force, officer safety, liability, and personnel issues.
