For the past nineteen years, Richard Pepe has been a member of the New York Police Department. In 1983, he graduated from the academy and was assigned to the department's elite Highway Patrol unit, where he served as a road officer for thirteen years.
During that time, he was trained in many specialized areas, including accident investigation technician, breathalyzer technician, police motorcycle operator, advanced high-speed pursuit driver, radar and laser operator, certified emergency medical technician, and is a graduate of the NYPD's very prestigious dignitary protection school.
Mr. Pepe was assigned to the department's Traffic Control Division in 1995, where he became the traffic safety and special projects officer. There he got immersed into the field of traffic safety, and is NYPD's spokesperson on traffic safety issues for visiting agencies and departments. He has been called upon to give numerous presentations on traffic-related topics at the local and national level.
A certified instructor of general topics by the New York State Bureau of Municipal Police, he routinely gives traffic safety training to members of his department during in-service training sessions. He was the first officer in the NYPD to be officially certified as a child safety seat technician and has helped author many traffic safety grants.
In 1999, Mr. Pepe was the recipient of the prestigious J. Stannard Baker award for his excellence in the field of Highway Safety, awarded by the International Association of Chiefs of Police (IACP).
Mr. Pepe was one of the founding members of the Traffic Safety Institute of New York, which specializes in teaching the New York State six-hour Insurance and Point Reduction class and is involved in traffic safety consulting for corporate clients.
In addition, Mr. Pepe serves as an associate staff member of the Transportation Safety Institute (TSI) of the National Highway Traffic Safety Administration (NHTSA), a state trustee for the New York State Fraternal Order of Police, and the president of the Traffic Squad Benevolent Association, an organization which represents police officers assigned to traffic-related duties in the NYPD.
