Thomas E. Page, the former Officer in Charge
of the Los Angeles Police Department's (LAPD) Drug
Recognition Expert (DRE) Unit, retired as a Sergeant
II from the LAPD in 1999. He began his law enforcement
career in 1977 with the Detroit Police Department
(DPD). After serving the DPD for three years, he joined
the LAPD in 1981.
Mr. Page was the coordinator for the 1985 Los Angeles
Field Validation Test (173-case study) of the DRE
procedure. He has taught drug influence recognition
and the behavioral indicators of drug use and frequently
provides testimony in court on drug influence signs
and symptoms, horizontal gaze nystagmus, and the standardized
field sobriety test. He has been accepted as an expert
all over the United States. He served as the first
General Chairperson of the DRE section of the International
Association of Chiefs of Police (IACP), and is a member
of IACP's DRE Technical Advisory Panel.
