Law Enforcement
Response to Terrorism (30-hour Course in 3 Parts)
The Backup Training Corporation,
in partnership with the National Tactical Officers
Foundation and the International Narcotics Interdiction
Association, proudly announces Law Enforcement
Response to Terrorism, three training course groups
designed specifically for law enforcement officers. This
course is designed to equip officers with the knowledge
and skills they need to prevent or reduce the impact
of acts of terrorism.
Part
1 (16 Hours)
Terrorism: A Police Perspective (Section
I, 8 hours)
This section will introduce officers to terrorism,
specifically those terrorist acts that present the
greatest threat to the United States today. A thorough
examination of the causes of terrorism, including
the intense hatred terrorists harbor for the United
States, prevailing terrorist networks, and terrorist
operations will be presented. This course will also
contain information on the most common types of terrorist
attacks, terrorist surveillance detection, individual
protective measures, and hostage survival.
Criminal Interdiction (Section II, 8 hours)
This section will provide officers with the training
they need to identify criminals, whether they are
terrorists, murderers, kidnappers, or drug couriers.
The common thread that connects these individuals
is travel: they all travel, whether the mode is aircraft,
bus, train, or automobile. Criminal interdiction will
examine common characteristics of criminals, relevant
case law pertaining to consensual contacts and detentions,
and document examination in the field.
Part
2 (8 Hours)
Weapons of Mass Destruction (Section III,
8 hours)
This section provides officers in a first-responder
capacity with information on hazardous materials considerations,
weapons of mass destruction, which includes chemical,
biological, and nuclear weapons, and crime scene management.
Part 3 (6 Hours)
Respiratory Compliance (Section
IV, 2 hours)
This section explains how contaminants harm the body,
what types of contaminants exist, types of respiratory
equipment, and how to start a respiratory compliance
program at your police department. Also explained
are OSHA and NIOSH regulations that pertain to police
departments and information on steps police departments
must take to meet those standards
Document Identification and
Deception (Section V, 4 hours)
The final segment of the course is designed to enhance
investigations, inspections, and Border Patrol by
identifying individuals involved in fraudulent documents.
Officers will learn to recognize the manipulations
and phony reproductions of passports, social security
cards, permanent resident cards, alien cards, visas,
and other documents.
Because of the sensitivity of the information provided in this course, it will only be available to certified law enforcement officers.

Terrorism: A Police Perspective
Gary
Griffaw, the instructor in this course, is currently
employed by the U.S. Army at the John F. Kennedy Special
Warfare Center in North Carolina as a doctrine analyst.
Recently retired from the U.S. Army, he spent 22 years
in Special Operations units, including Special Forces
counter terrorism instructor, as a Special Forces A-Team
commander, and as an Army Ranger. He wrote and assisted
in the production of the Special Forces Advanced Urban
Combat program currently in use by the Special Forces
Command.
Mr.
Griffaw has a Master's Degree in Security Management
and Assets Protection from Webster University, and
is an adjunct professor of terrorism at Methodist
College in North Carolina. |

Criminal Interdiction / Document Identification and Deception
Clayton
Searle spent 20 of his 25 years with the Los Angeles
Police Department in various assignments relating
to narcotics enforcement. He was based at the Los
Angeles International Airport for more than 15 years,
where he was involved in criminal interdiction efforts
aimed at identifying drug couriers from their behavior
and travel arrangement profiles. Mr. Searle formed
the first bus, train, and package squads at LAPD.
Mr.
Searle is the president of the International Narcotics
Interdiction Association (INIA/Skynarc), the international
organization for law enforcement officers working
drug interdiction. He implemented the certification
process and the current course content for the Drug
Enforcement Agency's Drug Interdiction "Jetway" training
program. |

Weapons of Mass Destruction
Pete
King retired after serving thirty-four years on
the Philadelphia Police Department. His duties there
included fourteen years as a patrol officer, ten years
as an undercover officer, and ten years on the Bomb
Disposal Unit as a bomb technician. Pete currently
provides nationwide training on bomb threat management,
risk analysis, physical security analysis, critical
incident management and other topics through the company,

Respiratory Compliance
Jeff
Walker is a former police officer with a military
background as an infantryman in the 101st Airborne
Division. After serving in the military, he worked
at a small police department while attending college.
Upon graduation, Walker moved to a larger police department.
He has served as a firearms instructor, bomb investigator,
less-lethal munitions officer, and several other special
positions. In addition to law enforcement training,
Walker served as a contract airport security trainer
for the federal government. |
